[Bug 370997] [NEW] sudoku fails to end game when tracker overwritten

Public bug reported:

Binary package hint: sudoku

When you use a tracker, start a new tracker and then start a third
tracker and overwrite the first tracker the game does not end.

The first tracker covered only 2 cells. There were only the choices 4 or 6 for the cells.
I initially chose 4 and 6. This turned out to be wrong as discovered near the end of the game.
I overwrote the first tracker with 6 and 4 and finished the game.
The game did not recognize the end.
I moved the cursor box over every cell to ensure that this was not an update error. 
(Moving the cursor over an impossible X box is required to get an update to remove the X, once you remove the mistake.)
