Hmm, it sort of sounds like you've gotten your system into a weird
configuration. You may want to try doing a reinstall of mesa, xserver,
the kernel, and video driver (or just reinstall the whole system if
that's easier).
Alternately, we have a new 2.7 version of the -intel driver available you could try, available at:
https://edge.launchpad.net/~ubuntu-x-swat/+archive/x-updates/
