As far as I see only the newer snapshots of kphotoalbum allows to
compile against KDE 4 libraries and thus allows to use the version of
kipi and libkipi that is included in Jaunty now. So in order to fix
this, a newer version of kphotoalbum will likely be needed, then the
following dependencies in debian/control allow to compile the app
successfully:

Build-Depends: cdbs, debhelper (>= 5), quilt, docbook-to-man, libxt-dev,
 libxext-dev, zlib1g-dev, libqt4-dev, kdelibs5-dev, libexiv2-dev (>= 0.16),
 libkdcraw7-dev, libkipi6-dev, cmake
