I had trouble doing it manually as Costel suggested.  I had to fiddle
around and eventually ran (without removing the manually installed .pm):

sudo apt-get install libtimedate-perl libnumber-format-perl
sudo cpan
>force install Template::Plugin::Number::Format
>force install Number::Format

Hard for me to say what did the trick.  A apt packaging fix would be
great here.
