[Bug 349667] [NEW] frequent and unnecessary configuration file rewrites

Public bug reported:

Binary package hint: gajim

gajim appears to completely rewrite its configuration every time a chat
window is closed, regardless of whether any configuration change has
been made.  This results in unnecessary disk activity and a potential
for data loss as the method used for rewriting the configuration isn't
posix safe

The listed file modification is an attempt to make the configuration
rewrite safer.
