[Bug 349661] [NEW] config rewrites not posix safe

Public bug reported:

Binary package hint: gajim

gajim does not flush or sync configuration file rewrites, which it does
frequently (separate report).  This can lead to data loss with ext4 and
potentially other filesystems.

I believe the attached patch should correct this.  I'm currently using
it without issue here.
