[Bug 346870] [NEW] Visual effects do not enable at start-up

Public bug reported:

Ubuntu 8.10 64-bit clean install, up-to-date.

Extra visual effects work fine when enabled in Appearances.  However,
they are disabled when a new session is started.

In Appearances none of the buttons are checked.

Checking the Extra button results in effects being enabled, but the
Compiz settings are reset.

Using Compiz Fusion Icon to reset the window manager instead of the
Extra button works around that problem, but once again at restart the
effects are disabled.
