[Bug 231131] Re: jack-rack should not depend on CMT

The attached debdiff moves cmt, blop, and swh-plugins to Recommends
rather than Depends.  The only argument I could see against this change
is that the uneducated might install jack-rack and not understand that
additional packages are required for it to become functional.
