[Bug 345200] [NEW] charm doesn't conform to python policy

Public bug reported:

Binary package hint: charm

Charm in Ubuntu was not accepted into Debian but here are the necessary
changes to make the package conform to policy more. This debdiff cleans
the rules file and also adds python-feedparser as a dependency.
