[Bug 344442] [NEW] Must not create devices in /lib/udev/devices

Binary package hint: vmware-package

/lib/udev/devices is solely for udev's own use, to create core devices
that are not otherwise handled by udev

It is forbidden for other packages to create devices there, stop it at
once
