If the database is populated with the initial values, you should be able
to log in with user 'Admin', password 'admin', see
/usr/share/doc/phpbb3/README.Debian.

What are the issues with setting up the database automatically?  I only
had to change the configuration in /etc/phpbb to connect to localhost
(so that passwords can be used instead of ident auth).  At least some
time ago on Debian the program worked fine after this.
