Just ran into the same issue booting X from startx.

There is also a another problem in that after the applet fails to load
you can keep pushing "Reload" and it keeps crashing, but if you finally
push "Dont Reload" the applet will no longer load when X starts up,
including when using GDM normally.  Unless you know how to re-add the
applet to the desktop yourself, you are left with a no obvious way to
logoff or shutdown the system.
