The man page could be better. The upstream project will welcome any
patches for that.

Actually the using "empty-trash" removes empties only these directories:
 - $topdir/.Trash-$uid
 - $topdir/.Trash/$uid
 - $XDG_DATA_HOME/Trash

Even if it was called from the root user.
