[Bug 342350] [NEW] Upgrade Cifer to 1.2.0

Binary package hint: cifer

The current Cifer package in jaunty is at 1.1.0-0ubuntu1. Upstream's
version is at 1.2.0. The new release includes a number of tweaks,
bugfixes and minor behind-the-scenes changes. Updating the package will
not require any changes to the packaging.
