[Bug 342214] [NEW] If user-switching is disabled, FUSA is shown as vertical 1px bar

Binary package hint: fast-user-switch-applet

After toying around with the desktop-switch tool, it somehow set
desktop/gnome/lockdown/disable_user_switching to TRUE and when switching
back to the netbook-remix, the FUSA icon was missing. Instead I found a
grey vertical 1px bar on my panel.

Since the FUSA can also be used to Shutdown the computer or switch
statuses in Pidgin, I should still be displayed but with the options to
switch to another user grayed out or missing.
