[Bug 340313] [NEW] libjsw-dev lacks the pkg-config support

Public bug reported:

libjsw-dev don't provide a pkg-config .pc file. So, I can't compile a
program with pkg-config macro.

I must manually append "-ljsw" to the gcc params.
