[Bug 339408] [NEW] Please sync from debian experimental: 0.12.4

Public bug reported:

Some time ago, ubuntu made the choice to upload rtorrent and
libtorrent's development branches; resulting in a split from debian (see
comments in bug #211910). Now debian has packaging for a more up-to-date
version on the same upstream branch in their experimental distribution.

Please sync from debian's experimental branch; dsc available at
http://ftp.de.debian.org/debian/pool/main/libt/libtorrent/libtorrent_0.12.4-1.dsc

Note that once this is done rtorrent must be synced as well; since
rtorrent and libtorrent are tightly coupled, failing to do both at
roughly the same time may result in undesirable side effects. I will be
filing a sync request bug in rtorrent shortly, and will leave the bug
number in the comments here.
