[Bug 338850] [NEW] first time CC runs on a recently rebooted machine, iptables module is not loaded

Public bug reported:

the CC calls 'iptables-save' before any iptables manipulation is
performed in MANAGED networking mode.  However, iptables-save does not
for a load of the iptables kernel module.
