[Bug 338031] [NEW] mk-sbuild-lv uses --no-install-recommends which is not recognized by older distros

Binary package hint: ubuntu-dev-tools

I used mk-sbuild-lv in intrepid (version 0.46) to create a dapper
chroot/lv and it failed because apt-get in dapper doesn't recognize the
--no-install-recommends option.

According to the changelog, this was introduced in ubuntu-dev-tools
0.31.
