Removing /usr/local/ isn't the proper fix. The proper fix is to make it
install in /usr in the first place by adding --install-layout=deb to
DEB_PYTHON_INSTALL_ARGS_ALL or make it not overwrite the default value
for it (I have taken the second approach).
