[Bug 337589] [NEW] FTBFS because of empty binary-arch target in debian/rules file

Public bug reported:

As in Debian, ia32-libs-tools FTBFS because of a wrong binary-arch
target in debian/rules. The content of binary-indep should be put in
binary-arch, and packages ia32-libs-tools and ia32-archive should be
changed from any/all to amd64 ia64 as this package doesn't make sense
for non 64bits platforms.
