[Bug 337247] [NEW] openjpeg does not build on IRIX

Public bug reported:

The included Makefile has linux-isms in it which break the IRIX build
process. Attached is a IRIX-specific Makefile, it would be helpful if
you could include it in future releases. It references /usr/nekoware/lib
for includes, and installs in /usr/nekoware, since Nekoware is the de-
facto IRIX software archive and anything OSS goes there. Using /usr/lib
will result in brokenness from decade-old SGI libraries.
