Public bug reported:

Binary package hint: compiz

If I run
  sleep 5; gedit
in a terminal and then lock the screen before gedit opens, then when it does, my GNOME panels are raised so that they are visible above the screensaver.

This is a privacy problem; for example, you could find what programs are
running behind a locked screen by sending the person an IM.

I’m running Jaunty with current compiz 1:0.7.9+git20090211-0ubuntu5.
Similar symptoms have been observed in Intrepid (though perhaps not with
gedit in particular).

** Affects: compiz (Ubuntu)
     Importance: Undecided
         Status: New
