This bug is stll present in Kubuntu Karmic 9.10 alpha 2 live cd.
I think that for each Ubuntu release the command-not-found should be updated.

ubuntu at ubuntu:~$ netselect-apt
The program 'netselect-apt' is currently not installed. You can install it by typing:
sudo apt-get install netselect-apt
bash: netselect-apt: command not found
ubuntu at ubuntu:~$ sudo apt-get install netselect-apt
Reading package lists... Done
Building dependency tree
Reading state information... Done
E: Couldn't find package netselect-apt
ubuntu at ubuntu:~$ lsb_release -a
No LSB modules are available.
Distributor ID: Ubuntu
Description:    Ubuntu karmic (development branch)
Release:        9.10
Codename:       karmic

** Changed in: command-not-found (Ubuntu)
       Status: Fix Released => New
