Similar problem in /usr/share/doc/openvpn/examples/easy-rsa/2.0/build-
dh. Should be

if [ -d "$KEY_DIR" ] && [ $KEY_SIZE ]; then
    $OPENSSL dhparam -out "${KEY_DIR}/dh${KEY_SIZE}.pem" ${KEY_SIZE}

in line 6 ff.

P.S.: Forgot to tell: Version is openvpn 2.1~rc11-1ubuntu3 as shipped
with jaunty.
