Several independent bug reports (bug 390624, bug 309720 and probably bug
364196 too) report the same problem with starting the libchipcard
daemon. I think this needs to be investigated more deeply. Hence I
nominated this bug for Jaunty.

Unfortunately I have no Ubuntu system at hands right now.
