Both the -ati/-radeon driver (which is the default supported driver for
your card in Ubuntu 9.04) and the -radeonhd driver have got power
management support in their development versions. So this will be
available in Ubuntu 9.10.

For now, you can test out latest development versions from my PPA https://launchpad.net/~tormodvolden/+archive/ppa
See the radeon and radeonhd man pages for which options to try out.

Any particular reason you are using the -radeonhd driver? Please try the
-ati driver to see if it is better.
