[Bug 387063] [NEW] "desktop switcher" sometimes moves wallpaper, sometimes not

Public bug reported:

In Ubuntu Intrepid and before, desktop switcher in compiz moved
everything (panels + wallpapers + windows).

In Ubuntu Jaunty, if I switch desktop, most of the time it moves windows only (not gnome-panel and not wallpaper).
But sometimes, it moves windows + wallpapers : the behaviour is not consistent… it should move only windows… or windows + wallpapers… but it should be consistent.
