[Bug 386608] [NEW] /usr/share/doc/bugzilla3/examples/vh-*.conf files faulty

The examples provided in /usr/share/doc/bugzilla3/examples/vh-*.conf
don't actually work OOTB.  One thing that is missing for example is to
set an Alias and permissions for cgi-bin.  basic.conf is doing a better
job at this.
