Hi,
I just tried upgrad to 8.10 from 8.04 LTS today (hey, i _am_ intrepid), and indeed, vlc stopped working.
After a long while, i understood this was related to qt4, as any qt4 applications failed loading properly. The solution was found at https://bugs.launchpad.net/ubuntu/+source/uim/+bug/271101
I had to remove qt-uim, which made  vlc (or any other qt4 app) load again. (Note that i can't use inputmethod in Qt apps anymore, but this is unrelated to this vlc bug)
