I builded openntpd_3.9p1+debian.orig.tar.gz out of the vanilla "apt-get
source openntpd" souurces with "./configure --prefix=/root/ntpd --with-
privsep-user=ntp --with-privsep-path=/home/ntp", which are the settings
for ntp, but it did not help. Neither did it help to compile it with the
default openntpd settings.

Instead of setting up an cronjob with ntpdate, I installed the ntp
package, which works for me.
