I think that bar is just to give you a rough idea about the noise level
of the stream, if you play music or something with varying noise levels
throughout the track, then that bar is going to be jumping up and down
constantly. If you put the volume slider at 80%, then the meter below
could display anything from 0-100% depending on the noise level of the
stream at that point in time. A loud song will likely be at 100% the
majority of the time, but when the song fades out, that meter will also
fade down to 0%.

When I test this some audio streams won't drop below 100% until the
slider is at 80-90%, while others drop at 95-99%, and some audio streams
aren't loud enough to reach 100% when the slider is at 100%.

Anyway, I don't think this is a bug, so I have closed it, if you
disagree then set the bug status back to new.
