[Bug 383956] Re: window with "alway in foreground" gets behind one without

Steps to reproduce with compiz 0.8.2-0ubuntu12 on karmic:

- Open pidgin, close buddy list (don't just minimize it to the window list)
- Open two windows, set one to "Always on top" (window1), move the other one (window2) below it
- Restore buddy list from indicator applet
- Click on window2

Expected result:
Window1 still is on top of all other windows.

Actual result:
Window2 is on top of window1.
