If apt breaks and you want it to work again, run "sudo aptitude", press
'g' and then ',' until it no longer tries to remove cacti. Then press
'g' again.

To work around the issue and remove cacti:

1. sudo dpkg-reconfigure -plow debconf
2. Set the priority to low.
3. sudo apt-get remove cacti
4. Answer 'no' when asked about dbconfig-common
