That's not exactly true. The current version in Ubuntu does have the following improvements/changes over the one in Debian:
 - quiet log rotate
 - no Build-Depends on erlang-os-mon,
 - Depends on erlang-os-mon | erlang-nox (<< 1:13.b-dfsg1-1) instead of erlang-os-mon
 - debian/watch file
 - rabbitmq-script-wrapper
 - ...

I'm not saying all the changes are worth keeping, but there's quite some
diff between the two.
