[Bug 407514] [NEW] Upgrade Cython to .11.2, from .10.3

Binary package hint: cython

Please upgrade the Cython version in the repositories.  The new version
includes many new features such as creating standalone executables and
the latest version of pyximport which allows for pure python
compilation.
