[Bug 407279] [NEW] texlive in Ubuntu missing package "elsarticle"

Public bug reported:

Binary package hint: texlive-publishers

Elsevier publisher recently (around 2007-2008) updated his style file and created a new package "elsarticle". 
However the package "texlive-publishers" provided in Ubuntu repository (I use 8.04 Hardy) is dated 2007 and does not include the above mentioned new style. 
Instead the  there is an outdated style "elsart".
