Why is this TeX package for literate programming in this package?

Its documentation (http://tug.ctan.org/cgi-
bin/ctanPackageInformation.py?id=pl) makes it clear it has nothing to do
with the Polish language.

release: jaunty (also affects karmic)
pkg version: 2007.dfsg.4-1
