Error is:
Setting up tomcat5.5 (5.5.25-5ubuntu1.2) ...

 * Starting Tomcat servlet engine tomcat5.5
    Cannot locate Java Home

invoke-rc.d: initscript tomcat5.5, action "start" failed.

However "Cannot locate Java Home" is not an error of the stock Tomcat5.5
init script... Would you happen to have modified /etc/init.d/tomcat5.5 ?
In doubt, please attach it to this bug.
