[Bug 402999] [NEW] add Vcs-Browser to debian/control and change Vcs-Bzr to read/write location

Binary package hint: connman

In debian/control we should use Vcs-Browser to refer to the web-location
- which is for bzr read-only. In turn we can move Vcs-Bzr: to the read-
write location (e.g. lp:~...)
