Public bug reported:

Binary package hint: seamonkey

>lsb_release -rd
Description:	Ubuntu 9.04
Release:	9.04
>apt-cache policy seamonkey
seamonkey:
  Installed: 1.1.15+nobinonly-0ubuntu2
  Candidate: 1.1.15+nobinonly-0ubuntu2
  Version table:
 *** 1.1.15+nobinonly-0ubuntu2 0
        500 http://archive.ubuntu.com jaunty/universe Packages
        100 /var/lib/dpkg/status

I get recurring messages:

"SeaMonkey can't connect securely to sdp-si.com because the SSL protocol has been
 disabled."

SSL is enabled in preferences.

the sequence
# cd ~/.mozilla
# chmod -R 755 *
# chown -R <me> *
# chgrp -R <me> *

sometimes corrects the situation for an hour or so, seldom longer.

This problem makes seamonkey unusable on many websites.
