unstable (main).

Please sync the latest version from debian as when new version of libaqbanking enters the archive(which has undergone a transition and 
released under a different SONAME) this package depends on libaqbanking

  * Upload to Debian unstable.
  * debian/control: Add dependency on libaqbanking29-plugins-qt.

  * Update debian/watch file.
  * Bump standards version to 3.8.1 (no changes needed).
  * Follow soname bump in libaqbanking: Build dep on libaqbanking29-dev
    instead on libaqbanking28-dev.
