Please sync oxine 0.7.1-4 (universe) from Debian unstable (main).

Please sync the latest version from debian as they have taken care of
the transition and fixed assertion crash amidst other changes.

  * Adding upstream target in rules file.
  * Updating build-depends and recommends.
  * Updating depends.
