[Bug 400748] [NEW] xl2tpd connection speed is too low

I have 30Mb/s connection speed through l2tp, and it works ok two days
ago. But now it's too slow, about 100 kilobyte per second instead of
3.6Mb. Windows reach these 30Mb/s.
