[Bug 398985] [NEW] missing libircclient_rfcnumerics.h header

hi
i use libircclient to my project but it's not propely packaged on ubuntu :
- on the original source code they are a bug on libircclient.h that don't include libircclient_rfcnumerics.h
a patch on the debian version of the package have been published and he can use to solve the problem
- a second part of the bug are that the file is not been included on the package 

a packager would be solve the bug !
i use ubuntu 8.04 and the bug is also présent on ubuntu 8.10 : and this bug affect all version of the package
