[Bug 398418] [NEW] kde4 konsole multibyte support broken (here LANG=ko_KR.UTF-8)

Public bug reported:

I just switched my system language from german to korean.
The I noticed was a broken konsole. It seems lacking support/decoding of multibyte characters.

E.g.
- the cursor is some chars before the input appears
- when I need space I have to push the button twice.
- the out put of ls -l is misformed
