[Bug 397728] [NEW] Sync mercurial 1.3-2 (universe) from Debian unstable (main).

Public bug reported:

Please sync mercurial 1.3-2 (universe) from Debian unstable (main).

Explanation of the Ubuntu delta and why it can be dropped:
- Passes --install-layout=deb to setup.py for building with Python 2.6
- Fixes the built hg script not to use a versioned python in the shebang line
As these changes were made in the Debian package in versions 1.3-1 and 1.3-2
respectively, the Ubuntu delta may be dropped.

mercurial (1.3-2) unstable; urgency=low

  * Do not hardcode the python interpreter in the hg script
    (ie use python and not pythonX.Y...) [thanks Vernon Tang]
