In 8.04:

apt-get install libpq-dev

The file is located at:

/usr/include/postgresql/libpq-fe.h

Compiling Yate2, I had to change the module/Makefile:

From:

INCLUDES := -I.. -I..

to:

INCLUDES := -I.. -I/usr/include/postgresql
