[Bug 396490] [NEW] startupmanager should not directly edit /boot/grub.cfg

Public bug reported:

Binary package hint: startupmanager

As per summary.
With grub2 (grub-pc), startupmanager should modify /etc/default/grub and/or /etc/grub.d/40_custom or create a new file under  /etc/grub.d/ to override previous settings (i.e. 39_startupmanager or 41_startupmanager); then should exec update-grub.
This way, startupmanager would be much modular and cleaner.
