[Bug 396381] [NEW] Update-grub should probably be set up to be a dpkg trigger.

During an update today, I saw update-grub run twice during the package
setup stage. It probably wouldn't hurt to be set up as a dpkg trigger,
to run at the end of an apt/dpkg operation.
